Code Enforcement Office – About

The Town of Jerusalem Code Enforcement Office helps protect public health and safety by administering and enforcing the New York State Uniform Fire Prevention and Building Code, the New York State Energy Code, and the Jerusalem Town Code (including zoning and property maintenance requirements, where applicable).

Our goal is to provide consistent, fair, and timely service for residents, contractors, and property owners while ensuring new work and existing structures meet minimum safety standards.

What We Do

The Code Enforcement Office typically handles:

  • Building permits (review and issuance for work regulated by code)
  • Construction inspections (including but not limited to footings, framing, plumbing, mechanical, insulation/energy, final inspections)
  • Certificates (Certificates of Occupancy and/or Certificates of Compliance, as applicable)
  • Code compliance and investigation of potential violations
  • Zoning administration (zoning permits, determinations, coordination with the Planning Board and Zoning Board of Appeals)
  • Complaints and inquiries from the public
  • Fire Inspections
  • Issuance of new addresses
  • Subdivision requests

What We Don't Do

To keep expectations clear, the Code Enforcement Office generally does not:

  • Resolve civil disputes between neighbors (property lines, easements, private drainage disputes, noise, etc.)
  • Provide legal advice or act as an engineer/architect for project design
  • Enforce private deed restrictions
  • Determine ownership, liens, or title issues

If you’re unsure whether something is in our jurisdiction, contact us—we’ll point you in the right direction.

Reporting a Concern

If you believe a property may have a code issue, you can submit a complaint to the Code Enforcement Office using the Complaint of Violation form.
